Emily Bulger

Business Management Associate

Emily began her career at PSEG Long Island as an energy efficiency intern in the summer of 2023. After earning her Bachelor’s Degree in Economics from the University of Virginia in May 2024, she returned to PSEG Long Island as a Program Associate on the Transportation Electrification team. In her current role, Emily focuses on the EV Make Ready Program, working closely with customers and developers on their electric vehicle charging projects, helping them secure incentives for Level 2 (L2) and Direct Current Fast Charging (DCFC) infrastructure. She also serves as the co-president of PSEG Long Island’s G.R.E.E.N. Employee Business Resource Group.

Jean-Pierre Clejan

Jean-Pierre is a renewable energy subject matter expert, specializing in solar electricity and heat pump systems for residential and commercial buildings which minimize energy bills, carbon footprint and exposure to future rate increases.  With certifications from the North American Board of Certified Energy Practitioners (NABCEP PV Installation Professional) and the International Ground Source Heat Pump Association (IGSHPA Geothermal Installer), he is well-versed in the best practices use of renewable energy and energy efficiency in new construction, major renovation and retrofit projects.

Jean-Pierre delivers accredited programs to design professionals seeking his technological expertise to guide their clients towards sustainable construction projects.  Jean-Pierre enjoys working with architects, engineers and LEED professionals in developing zero energy or near-zero energy buildings – many of these are  showcased as case studies in his accredited programs. Jean-Pierre received his Bachelor of Science in Engineering and Applied Science degree from Caltech, currently serves as Technology Executive for LI-based solar integrator GreenLogic Energy, and is one of DPC Continuing Education’s original speakers (with multiple accredited programs available on-demand).

With over a decade of experience in the energy industry, he is a trusted advisor to utility and industry partners, helping them to advance the energy transition. He holds an Honors Degree in Engineering from the University of Waterloo.

John Franceschina

PE, Program Director • Energy Efficiency Demand Response Programs

John is the Director for TRC’s Energy Efficiency and Demand Response programs serving PSEG Long Island. These programs provide energy efficiency rebates and incentives for PSEG Long Island’s 1.1 million commercial and residential customers. In this capacity, he is responsible for leading his team to achieve over 600,000 MMBtus of energy savings annually.

John serves as the Vice Chair of the United States Green Building Council (USGBC) Long Island chapter, which is committed to promoting sustainable practices on Long Island through advocacy, education, and outreach to local municipalities, residents, and building industry professionals. He also serves on the Atlantic Marine Conservation Society’s board of directors.

John holds a B.S. in Electrical Engineering from Manhattan College, an M.B.A. in Banking and Finance from Dowling College, and is a licensed Professional Engineer in New York State.

Laura Giannini

Laura, Director at TRC, manages program implementation services for NYSERDA’s Workforce Development and Training program portfolio. She has sixteen years of experience in energy efficiency programs, with ten years dedicated to clean energy workforce development and market transformation initiatives. She connects with businesses, industry groups, education, government, and community organizations to identify resources, trends, and innovative ideas related to growing an effective clean energy workforce. She supports a range of NYSERDA workforce initiatives and specifically oversees the delivery of the NYSERDA Clean Energy Internship and the On-the-Job Training Programs. Laura holds a B.S. in Civil Engineering.

Zack is a Business Management Associate at PSEG Long Island, where he supports the EV Make Ready Program. He works with applicants on their applications to issue rebates for energized EV charging stations. He attended SUNY Environmental Science & Forestry, where he received a degree in Sustainability Energy Management. Zack is also pursuing his Master’s Degree in Energy Management at the New York Institute of Technology.

Daniel is the co-founder and CEO of Flair, pioneering smart climate control solutions for homes and businesses. Under his leadership, Flair has grown since 2014 to serve over 10,000 customers, and manage 60 megawatts of energy globally, with innovations like the Smart Vent and Puck wireless thermostat. Previously, Daniel was Hacker in Residence at Channel IQ, building data systems that fueled the company’s growth. A lifelong innovator, he built and raced a solar-powered car across the U.S. before finishing high school. At Flair, his mission is to enhance comfort while driving meaningful energy reduction.

Daniel is a recognized leader in building electrification, working with state programs to develop practical strategies for hard-to-electrify buildings. He has worked with MassSave, NYSERDA, EnergizeCT, Efficiency Vermont, Efficiency Maine, PSEG Long Island, and regional utilities, as well as programs like The Clean Fight and the Rocky Mountain Institute’s Third Derivative program among others. Commercially, Daniel has helped develop partnerships with Google, Resideo, ecobee, Copeland/Sensi, Carrier, Watsco, RectorSeal, and many other industry leaders, with a focus on solving comfort and energy problems.

Rich Pandolfi

Rich has been President/CEO of a number of high-tech companies, many related to the design, development and manufacture of complex electronic systems for military applications. He turned his attention to renewable energy with emphasis on Geothermal Heat Pump HVAC systems to combat climate change and reduce dependency on fossil-fuels.

Rich formed PGI Geothermal Corp. in 2004, specializing in the design and installation of residential and commercial geothermal HVAC systems.  PGI has completed hundreds of best-in-class geothermal and air source heat pump HVAC implementations for ecstatic Long Island clients.  Mr. Pandolfi has also delivered geothermal training to professional groups, resulting in award-winning architect projects with integrated PGI Geothermal HVAC.  Finally, PGI Geothermal has won multiple PSEG Long Island Geothermal Contractor awards as a result of their durable/reliable geothermal HVAC implementations and expertise in optimizing building envelope / maximizing energy efficiency.

Billii Roberti

As Founder & President of Green Choices Consulting, Billii is an International Ground Source Heat Pump Association (IGSHPA) Accredited Installer, with 12 years’ experience in geothermal and air source heat pumps and solar photovoltaics (PV). She is a founding member of the New York Geothermal Energy Organization (NY-GEO) and works with homeowners, commercial realtor trade associations, the Renewable Heat Now Campaign, NYSERDA, local governments, state legislators, and the public. Billii has written for Renewable Energy World on the combination of solar and geothermal heat pumps. She has also been an appointee to the Town of Huntington Advisory Committee on Energy Efficiency, Renewables and Sustainability since 2011 and a member of the Town’s Climate Smart Community Task Force. She has a background in the scientific method and holds a BA in psychology.

JJ is a project manager for implementing energy efficiency and sustainable building practices. He has a background in building design, material design and properties, and embodied energy reduction through sourcing and typology. He has worked for the US Navy as a nuclear reactor operator onboard submarines and at land-based nuclear reactors. He currently serves in the capacity of Project Manager for the NYSERDA Clean Heat Connect, and supports NYSERDA Experience Clean Heat Campaign, as well as Northwest Energy Efficiency Alliance (NEEA) Advance Heat Pump (AHP) improvement.

Daniel Smith

Dan has been in the HVAC industry for 28 years, and now works for Daikin, the world’s largest HVAC manufacturer. After high school, Dan began as an apprentice and attended night school, gaining his mechanical licenses in New Hampshire, Maine, and Massachusetts. His broad HVAC experience includes system design, estimation, installation, service, and sales. Throughout his career, he interacted with Daikin equipment, and joined the company in 2018. He enjoys providing HVAC solutions to architects, engineers, and contractors, and contributing to the electrification of our industry.

Edward Smith

Ed is co-founder and co-CEO of Amply Energy, one of only nine ACCA-approved Manual J load calculation software platforms trusted by HVAC contractors nationwide. Before building software, Ed co-founded Amply as a whole-home performance contractor, personally designing home retrofits including weatherization, solar, electrification, and panel upgrades—giving him firsthand experience with the challenges contractors face daily.

As co-host of The Heat Pump Podcast, Ed has interviewed dozens of leading contractors and industry experts across 40+ episodes, building an audience of thousands of heat pump professionals. He has conducted thousands of sales calls with heat pump and whole home performance contractors, giving him unparalleled insight into market dynamics from both sides of the business.

Ed co-authored “Electrification 3.0,” exploring the future of residential electrification, and regularly speaks on heat pump market strategy. Through Amply Energy, he now works with contractors ranging from solo operators to multi-million dollar businesses, helping them navigate the transition from traditional HVAC to heat pump-focused operations.

Scott Strouse

Scott, with over two decades of hands-on experience in the HVAC industry, built his career from the ground up—starting as a service technician in 2005, and advancing through a variety of technical and leadership roles to become the Director of Engineering. Today, he leads a team of 20 talented professionals focused on mechanical design, product development, and technical support, continuously driving innovation and delivering new solutions to the HVAC market.

His journey began in the field, troubleshooting and maintaining HVAC systems, which gave him a deep, practical understanding of how products work in real-world applications. That experience shaped his approach when he transitioned into roles such as Service Manager, Engineering Lab Technician, and later, managing specialized psychrometric testing chambers—each step refining his technical expertise and leadership skills. As Director of Engineering, he oversees the development of advanced HVAC technologies, ensuring products not only meet current standards but also anticipate future industry needs.

Throughout his career, he has remained passionate about solving complex problems, mentoring upcoming engineers, and pushing the boundaries of what’s possible in HVAC design and performance. He and his team take pride in bringing high-efficiency, reliable products to market that make a real difference for customers and communities.

Jessica Torsiello

Lead Program Support Analyst

Jessica has over 15 years of experience in energy efficiency and renewable energy. She has specialized in program management, developing and marketing non-wire alternative programs, and more recently, programs that incentivize the build out of EV charging infrastructure. In her current role, Jessica implements and manages PSEG Long Island’s Electric Vehicle Make Ready program, and is involved in the Utility 2.0 filing, which outlines future renewable and efficiency programs that will help Long Island meet the New York State Climate Leadership and Community Protection Act (CLCPA) goals.

Jessica earned her Bachelor of Science in Marketing and Management from Siena College.  She also serves on the leadership board for the G.R.E.E.N. EBRG, supporting PSEG Long Island employees and the local community, and was appointed as the marketing lead for the G.R.E.E.N. EBRG at the enterprise level for PSE&G.

Jessica’s background highlights her deep commitment to energy efficiency, rooted in her upbringing and developed throughout her professional career.  In her free time, Jessica enjoys traveling, spending time with friends and family and living life to the fullest!

Carl Uthe

With over two decades in energy efficiency, Carl has partnered with utilities, retailers, and manufacturers to advance energy-saving programs and technologies. His expertise spans product development, technical testing, and utility collaboration across North America.

Michael Voltz
PSEG Long Island
PE, Director, Energy Efficiency and Renewables

Michael is the Director of Energy Efficiency and Renewables for PSEG Long Island. He is responsible for planning, implementing, and evaluating energy efficiency and renewable programs, and the preparation of a Utility 2.0 Plan, with the goal of achieving state policy objectives contained in the Climate Leadership and Community Protection Act (CLCPA). Such programs include efficiency, advanced meters, battery storage, electric vehicles, and renewable solutions.  He is responsible for a $90 million annual budget for energy efficiency and demand response, plus another $20 million per year for electric vehicle programs.

Prior to his current role, Michael was a director at LIPA and at Central Hudson Gas & Electric, where he had worked for 30 years in power generation, customer services, energy efficiency and regulatory affairs. In his current role, Michael works closely with the Department of Public Service and LIPA to achieve state policy objectives. Michael also serves on the board of directors for the Hauppauge Industrial Association (HIA-LI) and the Boy Scouts of America, Theodore Roosevelt Council.

Michael graduated from Farmingdale State College and then went on to obtain a Bachelor’s Degree in Mechanical Engineering from Rensselaer Polytechnic Institute, and a Master’s in Business from Union College. He is a licensed Professional Engineer in New York State.
